In the aftermath of Typhoon Dusu Rui, which brought continuous heavy rainfall to Beijing, Tianjin, and Hebei since July 29th, Zhuozhou City in Hebei Province has been faced with a series of floods. As the rain persisted, distress messages from towns and villages within the region skyrocketed, with nearly 1000 messages logged on social media platforms.

One such example is Dama Village in Zhuozhou's west Taoyuan Street, where a community yard was submerged under water, trapping numerous villagers. Firefighters worked tirelessly to rescue those stranded, with some people being ferried to safety using forklifts and rubber boats.

Moreover, in Zhuozhou's west of Taoyuan Street, Dama Village was severely flooded. Several villagers were trapped inside houses, with the water reaching depths of over 1.5 meters. They had been asking for help since the morning, but their phones soon died and it remains unknown if they have been rescued or not.

Zhuozhou is a county-level city administrated by Baoding, housing over 600,000 residents. Its territory is densely populated with rivers, including the Rejecting Horse River, the Yongding River, the Xiaoqing River, the Baigou River, the Liuli River, and the Huliang River. However, these waterways have also been under immense pressure due to heavy rainfall and upstream flooding.

The official microblog of @zhongtu.com reported on August 1st that storm stories had surfaced, with one village issuing a transfer notice a day in advance but some people still refusing to leave. As a result, the next day brought heavy rainfall and trapped residents for over 20 hours. The publicists were criticized for their failure to predict the rainstorm accurately, leading to wasted resources and the potential for more lives to be endangered.
