In return, he received bribes totaling over 108 million yuan. The court found that Zhou's actions constituted the crime of bribery, with an extremely large amount of money involved, causing significant losses to the country and the people. However, the court took into account Zhou's admission of guilt, his active confession of crimes, and his meritorious service in reporting other crimes.
